Judge Stephen Williams’s Environmental Jurisprudence

My assignment is to review Judge Williams’s environmental law jurisprudence. An appropriate way to begin that review is with his understanding of the word “environment,” which appears in many of the federal laws and regulations Judge Williams was called upon to interpret and enforce over his 34 years on the United States Court of Appeals for the District of Columbia. In a nutshell, Williams’ understanding was that, for purposes of the law, humans are an integral and inseparable part of the environment.
